Cargo ship to pay P70M for Monad damages

MONAD1 THE MV Belle Rose, a Panama-registered ship, is set to pay US$1.5 million for the damages incurred when it hit Monad Shoal in Malapascua Island and other provinces in northern Cebu.

The cargo ship hit the shallow portion of the popular dive spot, four nautical miles southeast of Malapascua, on June 12, resulting in coral damages and minor oil spill.

Cebu Provincial Disaster Risk Reduction Management Office (PDRRMO) head Baltazar Tribunalo said a series of negotiations was conducted to assess the damages incurred and the rehabilitation of Monad Shoal to be done.

“Nagsugod mi sa kantidad sa US$800 pero sa tabang sa uban offices, nahatagan namo sila og tarong nga assessment prior sa damages, rehabilitation ug restoration, mao nang na finalize namo ang US$1.5 million,” Tribunalo said in an interview.

monad-shoal1He said the negotiated amount of US$1.5 million is final and he regarded it as good news.

But lawyer Ace Escolar, incoming head of the Provincial Environment and Natural Resources Office (Penro), clarified that the amount is not the actual money to be handed but the maximum amount prior to the restoration and rehabilitation of the areas.

“Ang 1.5 is not the actual amount but the maximum cash base on the restoration, rehabilitation and indemnification of stakeholders affected,” he said.

He said the Province is yet to justify if the amount is really needed. The assessment will be done within two to three months.

Escolar said the cash will come together with the letter of guarantee, which serves as the Province’s security and assurance that MV Belle Rose will pay.

The ship is currently detained and will be given the approval to sail once it gets the letter of approval to sail in exchange with the letter of guarantee containing the US$1.5 million.

The ship, however, is limited to sail only outside the jurisdiction of Cebu Province and not of the Philippines.

Escolar said the money will be used based on the cost and expenses of the implementation, components of monitoring, the span of time of the intervention, and the cost of the intervention.

He said the rehabilitation intervention involves fish habitat enhancement, chorals reattachment, reparation of damages incurred, and fish population enhancement. (Samuel Carlve Saberon, USJR intern/Sunnex)
